Guidance will support the policy for portfolio, program and project management and assurance.

The Queensland Government Customer and Digital Group (QGCDG) has recently endorsed the use of Strategy Implementation, Better Business Cases, Managing Benefits, Change Management and Praxis Framework guidance from the APMG International portfolio.

The QGCDG adopts the wider Queensland Government Enterprise Architecture (QGEA) policy for portfolio, program and project management and assurance.

The policy seeks to ensure a structured, effective and consistent approach to portfolio, program and project management, and independent assurance are adopted across Queensland Government.

It’s designed to strengthen governance and assurance practices of digital and ICT-enabled initiatives, enabling the successful delivery of public services across Queensland Government.

Guidance from the APMG portfolio will support the policy’s objectives of:

  • Providing consistent processes for continual investment decision-making, evaluation and management of portfolio, program and project activities.
  • Strengthening portfolio, program and project governance and decision gate processes to ensure programs and projects are ready to progress to the next key investment decision point.
  • Supporting the foundation for informed portfolio management and analysis of agency and whole-of-government investments.
  • Reducing the risk of program and project failure and increasing the realization of benefits and value for money.
  • Enhancing transferability of project, program and portfolio skills and knowledge across the sector.

Better Business Cases

Better Business Cases guidance consists of best practice used at the heart of British Governments. The Green Book is guidance issued by HM Treasury on how to appraise policies, programmes and projects. The Five Case Model is a crucial framework for efficiently utilizing resources and making informed decisions. It encompasses five different perspectives (or “cases”) that should be considered and evaluated to ensure a well-rounded and thorough analysis.

Individuals can learn how to implement the guidance effectively with Better Business Cases training and certification.

Change Management

Our Change Management program was developed in partnership with the Change Management Institute and is designed to help organizations and their people to effectively plan and implement change successfully.

Training courses are underpinned by the Effective Change Manager’s Handbook which is aligned with the Institute’s Change Management Body of Knowledge (CMBoK).

Managing Benefits

Managing Benefits consolidates existing guidance on benefits management into one place, while expanding on the specific practices and techniques aimed at optimizing benefits realization.

The guidebook describes the seven principles upon which successful approaches to benefits management are built and addresses application at portfolio, programme and project levels.

Managing Benefits training and certification helps to ensure the guidance is implemented effectively.

Praxis Framework

Praxis is a free, community-driven framework for the management of projects, programmes and portfolios. It brings together a body of knowledge, methodology, competence framework and capability maturity model in a single integrated framework, designed to help individuals, teams and organizations improve their effectiveness and efficiency in P3M delivery.

Praxis Framework training and certification is available to help individuals, teams and organize optimize their application of Praxis.

Strategy Implementation

APMG partnered with the Strategy Implementation Institute to develop a certification program based on the Institute’s Strategy Implementation Roadmap (SIR).

The roadmap offers a step-by-step guide on how to implement a strategy. It covers the key areas that an implementation professional needs to know and outlines the required skills.

The Strategy Implementation Professional course and certification is designed to ensure those involved in strategy design and implementation get maximum value from the Institute’s guidance.
