Leveraging PPPs for climate-resilient infrastructure

Public-Private Partnerships (PPPs) are a key entry point to integrate climate adaptation and resilience into infrastructure projects. Governments are increasingly turning to PPPs to finance infrastructure and bridge the $15 trillion investment gap by 2040. Yet, while there is a strong body of knowledge on guidance for PPPs and literature on climate risks, resilience, and infrastructure, countries lack information on how to bring those two fields together.

What are the key things you will learn?

The exam is based on the content of the CRIO Handbook. The main learning outcomes are:

  • Understand key concepts around climate adaptation, risk and resilient infrastructure
  • Identify the tools and capacity needed to enhance the resilience of infrastructure
  • Articulate key policies governing climate adaptation, as well as financing and funding mechanisms for resilient infrastructure
  • Understand the key interventions points to integrate climate resilience across the PPP project cycle
Who is this for?

This is a foundation level certificate. We expect practitioners to have previous knowledge on PPPs, from professional experience and other trainings/certificates, and with little experience on how to integrate climate resilience.

Who are the Global Center on Adaptation (GCA)?

GCA is an international organization which works as a solutions broker to accelerate action and support for adaptation solutions, from the international to the local, in partnership with the public and private sector, to ensure we learn from each other and work together for a climate resilient future. Founded in 2018, our global office is hosted by the Netherlands in Rotterdam, with regional offices in Africa, South Asia and Asia Pacific and a knowledge and research hub based in Groningen.

What is climate-resilient infrastructure?

The Climate-Resilient Infrastructure Officer Certification refers to climate-resilient infrastructure in two ways: (1) resilient infrastructure (or resilience of infrastructure), which is infrastructure that anticipates, prepares for and adaptation to climate change; and (2) infrastructure for resilience (or resilience through infrastructure), which is infrastructure that increases the resilience of a community by reducing impacts of climate hazards or increasing adaptative capacity. A more detailed definition is provided in the CRIO Handbook.

What are Public-Private Partnerships (PPPs)?

The Climate-Resilient Infrastructure Officer Certification adopts the definition of the APMG PPP Certification. PPPs are referred to as: “a long-term contract between a private party and a government entity, for providing a public asset or service, in which the private party bears significant risk and management responsibility, and remuneration is linked to performance”.

Is there any link between the Climate-Resilient Infrastructure Officer (CRIO) certification and the PPP Certification Program (CP3P)?

Yes. The CRIO Certificate was developed in collaboration with the World Bank Group, the Asian Development Bank, the European Bank for Reconstruction and Development, the Inter-American Development Bank, the Islamic Development Bank, the Public-Private Infrastructure Advisory Facility (PPIAF) and APMG International, responsible for the development of the CP3P Certification Program, as well as other Multilateral Development Banks and partner organizations, The materials for this certificate program are based on the APMG PPP Certification Guide.

Do I have to receive training to sit the exam?

No, individuals should self-study to prepare for the examination. The Climate-Resilient Infrastructure Officer Handbook can be downloaded free of charge. There is also a free online training module to help you prepare for the exam. Both the handbook and online training module can be accessed via the GCA website: https://gca.org/knowledge-module/ 

How do I sit the exam(s)?

The exam can be taken anywhere in the world, from the comfort of your home or workplace, with online proctoring.  A proctor will access your exam as you take it to monitor the exam environment through your computer's desktop, webcam and microphone. 

Once you have paid for your exam, you will be given a registration email to schedule an appointment with your live proctor via our Candidate Portal. Our online proctoring system allows you to take your exam anytime as sessions are available 24 hours a day, 7 days a week.

Are there any pre-requisites for the CRIO examination?

No, there are no pre-requisites for the Climate-Resilient Infrastructure Officer exam, however knowledge and understanding of PPPs would be beneficial. It is recommended that candidates download and study the handbook to prepare for the exam. There is also a free online training module available. How long will it take to learn the Climate-Resilient Infrastructure Officer material?

For individuals self-studying it is almost impossible to say. As all candidates have different experience and amount of time available for study, it varies from person to person. We suggest you download the handbook and have a look through for yourself before deciding how long you need to spend learning. There is also a free online training module available to help you study for the exam. It is suggested that candidates spend approximately two hours on each module within the course. The course contains 5 modules.

When can I expect the results of my Climate-Resilient Infrastructure Officer examination?

Your provisional result will be displayed on-screen at the end of your exam. Formal confirmation of your exam result will be emailed to you within 2 working days of the date of your exam.

When will I receive my certificate?

Candidates will be able to claim their digital badge and electronic certificate from their APMG Candidate Portal within two business days of their exam result being issued.

What is a digital badge?

Digital badges allow you to easily showcase your achievements online.

When you pass an exam - you'll instantly have the option to claim a digital badge representing your new certificate.

Your badge can be embedded on an email signature, website, social media or digital CV.

How do I claim my Climate-Resilient Infrastructure Officer badge?

Once you’ve been notified that you’ve passed your exam - you will have the option to create a digital badge in APMG's Candidate Portal.

Visit APMG's Candidate Portal, view your exam results and select 'Create Badge'.

This takes you to the Credly website where the digital badges are hosted. You will be guided through the Credly account creation process.

Once you have created an account with Credly - login into the account and accept your pending badge.

How do I access my digital badge and/or certificate?

You can always access all your electronic certificates and badges via the APMG Candidate Portal. Once you have logged on to the Candidate Portal, click on the ‘Badges and Certificates’ option from the menu bar at the top of screen. From here you should click on the ‘Create Badge/Certificate’ button. This will take you to the Credly platform to create and account and download your badge and certificate.

Step-by-step guidance is available to download from the ‘Badges and Certificates’ area in your Candidate Portal.

Electronic certificates are environmentally friendly, but you can print the certificate yourself at home or work, if required.

Can I earn PMI® PDUs for attending an accredited training course?

It is possible to earn PMI Education PDUs for attending third-party provider training (training courses not offered by a PMI Authorized Training Partner), as long as the training meets the requirements around the skill areas of the PMI Talent Triangle.
