From structuring bids to delivering value, there are lessons to be learned from the experience of others in this critical partnership between government and organisations. When governments choose to use public-private partnerships (PPPs), the World Bank Group helps ensure they’re designed well, benefit from a balanced regulatory environment and good governance, and are fiscally sustainable. 

This week we’re thinking about how you create Winning Teams involved in the design and delivery of PPPs, what is special about these kinds of projects and how best to go about the many aspects of governance and management.

Nyananso Ekanem

With 20years professional experience across Public, Private, and Development sectors, he has a good understanding of strategy and governance for business and government.

Nyananso’s work experience includes working as CAD manager in a water Infrastructure Development Company, Business Unit Manager in a water utility Public-Private-Partnership management contract, Country Manager for Partners for Water and Sanitation (DFID-UK partnership programme), and as Contract Manager for the Federal Government of Nigeria’s Regulatory Agency for Public-Private Partnership. Nyananso is an associate with The Partnering Initiative (TPI), and holds a B.Eng, an MSc and an MBA.

Nyananso’s proudest achievement: The company, Weircapacity. From an idea on paper, to brick and mortar, to international brand, and with a focus on improving human and institutional capacity in water, environment and infrastructure, Weircapacity, like most start-ups, went through a steep learning curve to consistently achieve organisational goals, while maintaining its core values.

Amin Kawar

Chief Training Officer, Toraza

Ontario, Canada

Amin is a highly skilled professional with a lot of strategic and hands on experience in Public Private Partnerships with specially in transportation sector. Over the past 25 years he was involved in the development of many projects across several sectors such as ports, rail and renewable energy to name few.

He holds a BA in Economics and obtained his Masters digress in the field of transportation at the Universities of Cardiff and Canfield in the United Kingdom. He also completed a Doctorate in Business Administration specializing in supply chain management. He conducts lectures and training in PPP and transport.

Amin's proudest achievement: Working with for large organisations like APM Terminals on several tough PPP projects such as Aqaba Container Terminal and Aqaba logistics Village. However, what gives most satisfaction is developing and delivering training programs in infrastructure where one shares his knowledge while learning from others.

Amandeep Singh Virk

Leading International PPP Transaction Advisor, The World Bank

Haryana, India

Amandeep is a leading international PPP transaction advisor with over 21 years of experience. He has played multiple roles in value chain of PPP projects from ‘concept-to-commissioning’ as well as project monitoring support. His expertise covers formulation of PPP regulatory framework; project screening & prioritization; feasibility studies/business cases; PPP transactions through to financial close and capacity building. Amandeep has steered more than 60 PPP projects/programs across different sectors.

Amandeep has consistently excelled at focusing on sustainable development and pro-people interventions through PPPs. He has served as PPP Advisor to various governments and is passionate about the knowledge transfer. Currently, he is working with the World Bank as short term consultant assisting in PPP projects in various countries.

Amandeep's proudest achievement: Leading first mover USD 1.5 billion PPP transaction in East Africa.

Mark Williams

Public Sector Advisor, CIPFA – The Chartered Institute of Public Finance & Accountancy

Working across CIPFA’s advisory business, Mark supports on developing policy & technical insights and delivering training – including UK HM Treasury’s Better Business Cases and the World Bank/other development banks PPP (CP3P). 

Drawing on years of PPP/PFI experience, including work to support the National Audit Office’s study/report on PFI expiry. Having reviewed over 150 PFIs on operational efficiencies and expiry readiness.  Also, Mark has been involved in a variety of Net Zero projects and Leveling Up / addressing Regional Inequalities projects.

Mark's proudest achievement: Workwise – almost a decade as funding and financing advisor on the Mayor of London’s energy efficiency programmes.  Leading for Global Consultancy on Property & Infrastructure – including hosting range of events.  Also, as sponsoring partner at a Big4 firm of their public sector learning programme for 1,000 plus consultants.

Maurice Diamond

CP3P Tutor and Coach, IPATS Ltd and Training Bytesize

London, UK

Delivering PPP, leadership and management training. Maurice has significant international PPP global PPP experience. He was the global commercial director for Crown Agents, technical lead of the Complex Procurement Group at PA Consulting and undertook business change at PwC.

Maurice's proudest achievement: Seeing students successfully pass professional exams and improve their project, procurement and management skills.
