Jan-Willem Middelburg is the CEO of Cybiant, based in Kuala Lumpur. He started Cybiant with the mission to make a more sustainable world for the Next Generation through Best Practices. Jan-Willem authored and co-authored numerous books, including Serious Gaming (2013), The Service Automation Framework (2017) and recently The Enterprise Big Data Framework (2018).

A pioneer and advocate for professionalization in Automation and Big Data, he is a frequent keynote speaker and moderator at universities and technology conferences around the world. Jan-Willem holds a Bachelor’s degree in Industrial Engineering, a Master’s in Supply Chain Management from the Rotterdam School of Management, and is currently pursuing a second Master’s degree in Computer and Information Technology at the University of Pennsylvania.

Mark Williams

Public Sector Advisor, CIPFA – The Chartered Institute of Public Finance & Accountancy

Working across CIPFA’s advisory business, Mark supports on developing policy & technical insights and delivering training – including UK HM Treasury’s Better Business Cases and the World Bank/other development banks PPP (CP3P). 

Drawing on years of PPP/PFI experience, including work to support the National Audit Office’s study/report on PFI expiry. Having reviewed over 150 PFIs on operational efficiencies and expiry readiness.  Also, Mark has been involved in a variety of Net Zero projects and Leveling Up / addressing Regional Inequalities projects.

Andre Kruger

Chief Operating Officer, PPP Training Online

I am the CEO and Head Trainer of PPP Training Online. We have, since 2017, trained + 500 infrastructure practitioners using the CP3P qualification. I am an ex-banker with good experience of public sector credit risk, including the structuring and risk evaluation of PPP transactions. I have experience across a wide range of sectors including power, water, transport, health, education, and affordable housing.

PPPTO also provide PPP consulting services and have worked with the World Bank, IFC, USAID, UK Prosperity Fund, UK China Infrastructure Alliance, SIDA, Danish Embassy, and the European Investment Bank.

Abhaya Agarwal

Retired Partner for Strategy and Transactions, EY

Mr. Abhaya Krishna Agarwal is a Retired Partner at Ernst & Young LLP, India. Abhaya has over 30 years of diversified consulting experience in Finance/PPP and infrastructure advisory sector.

He has been instrumental in developing number of marquee infrastructure projects across many countries in sectors including water supply and sanitation, health, education, real estate, transport, and industrial parks. He is one of the leading experts on infrastructure and PPP in India and other emerging markets with extensive experience in project finance, strategy, policy framework, project conceptualization, procurement, capacity building and transaction structuring.

Besides India, he has extensively worked in more than 20 countries of Africa, ASEAN and Middle East. He has advised several IFIs on sector programs and transactions. He has led project teams which have conceptualized some of the largest infrastructure programs in India and East Asia such as Delhi Mumbai Industrial Corridor and infrastructure corridors for Philippines and Indonesia. Further, he has developed PPP frameworks of Bhutan, Philippines, Somalia and India.

Abhaya has also been an active participant on panels discussions, lectures and workshops relating to water and public infrastructure development. Some of the recent conferences include Indian Infrastructure Conference on Desalination; Indian Infrastructure Conference on Public Asset Monetisation; and UNESCAP Regional Workshop on PPP & Capital Market Financing for Sustainable Infrastructure Development.

  • Successfully closed Habibganj Railway Station redevelopment transaction, India’s first station redevelopment project on PPP
  • Successfully closed India’s first integrated SWM project on PPP mode at Sonipat & Panipat cluster in Haryana 
  • Successfully closed Vizhinjam port project, India’s first greenfield port on PPP

Richard Foster formed Foster Infrastructure in March 2011 to leverage his skills and experience by providing strategic, commercial and risk management advisory services, and related training services, for project teams and policy makers in the infrastructure and PPP sectors.
