Infrastructure Business Cases

Infrastructure projects, like any other project, require a comprehensive and compelling business case in order to justify the project, secure funding and senior management buy-in, and establish firm foundations for the project’s success.

The Infrastructure Projects Authority (a division of the UK Government Treasury Department) has developed a guidance, training and certification program to support the effective development of business cases for infrastructure projects and programmes.

Based on UK Government best practice

The guidance is based on the UK Government’s “Five Case Model”, specifically adapted for infrastructure projects. It’s aligned with G20 principles for infrastructure project preparation and and the UN’s sustainable development goals. It represents international best practice for infrastructure business case development.

Who is Foundation for?

This qualification is aimed at anyone involved with, or overseeing or reviewing, a project to understand the work that is necessary to prove a case for investment within the public sector. This includes:

  • Senior Responsible Owners with overall responsibility fora project (SROs)
  • Programme Directors and other Directors with responsibility for the successful delivery of programmes and projects
  • Project Managers, Project Team members and specialist advisers tasked with delivering a business case for investment
  • Officers involved in the scrutiny and review of investment proposals.
What are the key things you will learn?

A candidate should understand the structure and key terminology of the model. Specifically, the candidate should understand:

  • The philosophy and underlying rationale of the “Five Case Model” set out in the Guidance
  • The different types of business case, their purpose, who is responsible for them and when they are required in the development of a project proposal
  • The development of the business case in relation to other project management good practice

Who is Practitioner for?

This qualification is aimed at anyone involved with, or overseeing, a project to understand the work that is necessary to prove a case for investment within the public sector. This includes:

What are the key things you will learn?

Candidates should be able to apply and understand how to tailor the Five Case Model effectively to the development of a business case within an organization environment supporting the approach. Specifically, candidates should:

  • Understand the development lifecycle of a business case and the relationships between the five cases
  • Be able to apply the steps in the business case development framework, in order to support the production of a business case, using the Five Case Model, for a given scenario.

  • 4 questions per paper, with 20 marks available per question
  • 40 marks or more required to pass (out of 80 available) - 50%

What is the International Infrastructure Business Case Methodology?

The International Infrastructure Business Case methodology is a systematic and objective approach to the development of a “business case” (or spending proposal). It can be used for any infrastructure project or programme in any country. It is based on the UK Government’s “Better Business Case” methodology, but specifically adapted for infrastructure programmes and projects, reflecting international best practice and the UN Sustainable Development Goals. The methodology is explained in the Guidance, together with annexed templates and case study.

What types of infrastructure project or programme is this suitable for?

The methodology is relevant to any type of projects or programmes in the Infrastructure sector whether economic (such as transport or telecommunications), environmental (such as power or waste management) or social (such as education, health or housing).

Can the guidance be used by any country?

Yes. This is because the questions you need to ask to develop an infrastructure project are the same across the world (although the answers may differ).

What is international best practice?

The Guidance reflects the G20 Principles for Infrastructure Project Preparation adopted by the Infrastructure Working Group.

The course is a training programme built around the International Infrastructure Business Case Guidance, together with its accompanying templates and case study. It provides a step by step guide to developing a business case, through:

  • Establishing the strategic need for the project - why the project is needed
  • Setting clear objectives - what you want to achieve from the investment
  • Considering a wide range of potential solutions - ensuring the best balance of benefits, cost and risk
  • Considering if it is commercially viable and financially affordable
  • Putting the arrangements in place to successfully deliver the proposal.

The course prepares you for an exam.

How can I train for the Infrastructure Business Cases examinations?

Training for our Infrastructure Business Cases examinations is available from the network of Accredited Training Organizations (ATOs) who are assessed and certified by APMG International.

Only these organizations and registered partners/affiliates are authorized to deliver certified APMG International Infrastructure Business Cases training.

Do I have to receive training to sit the exams?

No, however attending an accredited training course is recommended.

Individuals also have the option of self-study to prepare for the examinations. APMG International administers online exam sessions, allowing those who self study the opportunity to sit an online exam from the comfort of their own home or office. Our online proctoring system allows you to take your exam anytime as sessions are available 24 hours a day, 7 days a week. How much does it cost to sit the Infrastructure Business Cases examinations?

If you are sitting the examinations through an accredited training organization, the costs of the exam is generally included in the course fee.

APMG International use a global pricing structure, so for those sitting the exam online at home or work, the cost is dependent on where the exam is being sat. Are there any pre-requisites for the Infrastructure Business Cases examination?

There are no pre-requisites for the Foundation examination.

Candidates must have passed the Foundation exam before they can take the Practitioner exam.

Which languages are the Infrastructure Business Cases examinations available in?

The Infrastructure Business Cases Foundation examination is currently available in English, Bahasa (Indonesia), Brazilian Portuguese, Latin American Spanish and Ukrainian.

The Infrastructure Business Cases Practitioner examination is currently available in English, Brazilian Portuguese and Ukrainian.

Further translations will be progressed subject to market demand.

What are the supporting publications for the training and where can I purchase them?

Training courses and examinations are based on the ‘Infrastructure Business Case – International Guidance’, which comprises 3 parts: the guidance, annexes, and case studies. These have been developed by the UK’s Infrastructure and Projects Authority, with assistance from industry experts, and approved by the Better Business Case Standards Board (in the UK).

The Guidance documents are available to download, in English, free of charge from the Gov.UK website.

Which languages is the supporting publication available in?

The supporting publications are currently available in English, Brazilian Portuguese and Latin American Spanish.

How long will it take to learn the Infrastructure Business Cases material?

Foundation and Practitioner courses are generally delivered over five half-days. It is well worth investigating with individual providers, as many will offer tailored and blended learning solutions.

What is the structure of the Infrastructure Business Cases examinations?

The Foundation level exam comprises: 

  • Multiple Choice Questions
  • 50 questions
  • 25 marks or more required to pass (out of 50 available) - 50%
  • 40 minutes duration
  • Closed book

The Practitioner Exam format is:

  • Complex multiple choice questions
  • 2 ½ hours duration
  • 40 marks required to pass (out of 80 marks available)
  • Open book: candidates can refer to the Infrastructure Business Case: International Guidance, Annexes and Case Studies during the exam

How long are the APMG Infrastructure Business Cases qualifications valid for?

The Foundation and Practitioner qualifications are not valid for any defined period and will not expire.

When can I expect the results of my Infrastructure Business Cases examination?

The Infrastructure Business Cases Foundation exam can be marked at the end of your exam and your trainer providing you with provisional confirmation of your result. The Infrastructure Business Cases Practitioner exam will be returned to APMG for marking.

APMG will issue formal notification of your exam result once your exam paper has been marked. All results will be made available in your Candidate Portal.

 

When will I receive my certificate?

Candidates will be able to claim their digital badge and electronic certificate from their APMG Candidate Portal within two business days of their exam result being issued.

What is the pass mark for the Infrastructure Business Cases examination?

Candidates must achieve 25/50 (50%) to pass the Infrastructure Business Case Foundation exam.

Candidates must achieve 40/80 (50%) to pass the Infrastructure Business Case Practitioner exam.

What pass mark is required to be eligible to become an APMG Infrastructure Business Cases Approved Trainer?

To be eligible to apply to become an Infrastructure Business Cases approved trainer, individuals must normally achieve a score of 66% or more in the Practitioner exam.

How do I find out if I scored enough to be eligible to become a trainer?

To find out if you scored enough to be eligible as a trainer, please email servicedesk@apmg-international.com noting your interest. A representative of the Service Desk will be able to advise.

Can I use the APMG-International Infrastructure Business Cases logo?

Only organizations licensed to do so are allowed to use the APMG Better Business Cases logo. This includes Infrastructure Business Cases ATOs accredited by APMG-International. The Infrastructure Business Cases logo is a Trade Mark of APMG-International and should not be used without prior permission or an appropriate license.

However, all individuals who pass the exam are awarded with a digital badge which can be shared on social media and embedded into your CV/resume.

The Infrastructure Business Cases - International approach is currently popular in Indonesia, Colombia, Brazil and Tanzania public sectors.

What is a Infrastructure Business Cases digital badge?

How do I claim my Infrastructure Business Cases digital badge?

Once you’ve been notified that you’ve passed your exam - you will have the option to create a digital badge in APMG's Candidate Portal.

Visit APMG's Candidate Portal, view your exam results and select 'Create Badge'.

This takes you to the Credly website where the digital badges are hosted. You will be guided through the Credly account creation process.

Once you have created an account with Credly - login into the account and accept your pending badge.

How do I access my digital badge and/or certificate?

You can always access all your electronic certificates and badges via the APMG Candidate Portal. Once you have logged on to the Candidate Portal, click on the ‘Badges and Certificates’ option from the menu bar at the top of screen. From here you should click on the ‘Create Badge/Certificate’ button. This will take you to the Credly platform to create and account and download your badge and certificate.

Step-by-step guidance is available to download from the ‘Badges and Certificates’ area in your Candidate Portal.

Electronic certificates are environmentally friendly, but you can print the certificate yourself at home or work, if required.

Can I earn PMI® PDUs for attending an accredited training course?

It is possible to earn PMI Education PDUs for attending third-party provider training (training courses not offered by a PMI Authorized Training Partner), as long as the training meets the requirements around the skill areas of the PMI Talent Triangle. Please check the PMI website (https://www.pmi.org/certifications/certification-resources/maintain/earn-pdus/education) for further details on how to record your PDUs and what supporting evidence is required.
