Updated CP3P Certification: What’s new in the PPP Guide 2026?

APMG International, in collaboration with the World Bank and the wider Multilateral Development Bank (MDB) community, is excited to announce the refreshed Certified Public-Private Partnership Professional (CP3P) program and Guide. 

Originally launched in 2016 as the first global initiative of its kind, the CP3P program was developed through an unprecedented partnership between the African Development Bank (AfDB), Asian Development Bank (ADB), European Bank for Reconstruction and Development (EBRD), Inter-American Development Bank (IDB), Islamic Development Bank (IsDB),  the Public-Private Infrastructure Advisory Facility (PPIAF), and the World Bank Group (WBG). This collaboration established the world’s first unified standard of PPP knowledge, ensuring practitioners around the globe could access consistent, high‑quality guidance for free. 

Today, as global infrastructure challenges accelerate, this is the perfect moment to renew and strengthen that standard. 

Public-Private Partnerships are evolving rapidly in response to global challenges. Climate change, social inclusion, and sustainable development are no longer optional; they are essential. Governments and private partners worldwide are under increasing pressure to deliver infrastructure that is resilient, inclusive, and value driven. This refresh ensures PPP professionals have the tools and knowledge to meet these demands. 

The updated PPP Guide incorporates critical global developments and best practices to ensure professionals are equipped for today’s challenges: 

• Climate Resilience: Greater emphasis on sustainability and resilience throughout the PPP lifecycle, including risk assessments and contingency planning for climate impacts.
• Gender Inclusion: Enhanced focus on gender considerations, addressing the needs of vulnerable communities and promoting equitable benefits in infrastructure projects.
• Value for Money (VfM): Updated guidance on early-stage assessments, qualitative approaches, and broader definitions beyond fiscal terms, linked to contingency planning.

• Streamlined Structure: Chapters have been merged for clarity, reducing duplication and improving contract management guidance, resulting in 7 chapters in total.
